The Joe W Ingram Trust was established upon the deaths in the late 1950’s of Joe and Ida Ingram, majority owners of the Salisbury Savings Bank. The Trust agreement provides that the income earned on its assets be used only for the benefit of residents of Chariton County. Two co-trustees manage the Trust’s assets and a Committee of twelve individuals decides how the income is spent. The original Committee decided that one of its primary areas in which it would use the available funds would be in makings loans to Chariton County residents for post-secondary education costs. The second most used area is that of making grants to Chariton County governmental units (schools, municipal parks and recreation departments, etc.) and Sec 501(c)(3) charitable organizations (libraries, museums, food banks, etc.) to assist them in their charitable or educational purposes. One long-term benefit of the Trust’s student loan program, is that all repayments (both principal and interest) are then used to make further loans and grants. Thus, the Trust by 2015 was spending about $1.2 million each year for these purposes. In addition, the Trust rewards Chariton County students with awards or scholarships for either being named a valedictorian or a salutatorian of their high school graduating class or for maintaining a 3.0 or better CGPA during their four years in high school.
